The people of Kasumigaseki, the Tokyodistrict where Japan's central government ministries and agencies are clustered, have become alarmed by the number of "career-track" bureaucrats (those hired after passing the level I recruitment examination) regning from the civil service. The National Personnel Authority frankly acknowledge this problems; Watanabe Tadakasu, head of NPA's Public Relations and Informations Office, declares, "Both we and the individual ministries and agencies are very troubled about recruitment of human resources."
