Patient satisfaction is one of the important components of health care quality. Based on the data of Indonesia National Health Survey 2004 data the associaton between the dominant risk factors and outpatient satisfactions at public health center were determined. The data was analyzed by descriptive statistics, simple and multiple logistic regression to develop a model of dominant factors to determine the probability of outpatient satisfaction at public health center. Results of the study showed that reliability (Waiting time), assurance, hospitality of health provider responsiveness, emphaty, Humanitas. were significantly associated with the outpatient satisfaction at public heath center. The model of dominant factors to outpatient satisfaction at public health center was: Outpatient satisfaction = 1/-(-1,132+0,655ja06(1)+0,510ja07(1)+0,689ja09(1)+0,417ja08(1)+0,406ja11(1)1+e Where: ja06 (1): reliability (waiting time) is good ja07 (1): assurance (hospitality of health provider) is good ja08 (1): responsiveness (health provider always explained in the way that patient could understand) is good ja09 (1): emphaty (patient were involved in decision making) is good ja11 (1): Humanitas (patients were involved in choosing place and health provider) is good The model can predict the satisfaction level at 72.2% by the classification table and the residu 27.8% were predicted by other variables not analyzed. To enhance the outpatient satisfaction at public health center, there were 5 dominant factors that had to be managed seriously. The outpatient satisfaction could be achieved as if the waiting time, hospitalized health provider. health provider always explained in the way that patient could understand, patient were involved in decision making, patients were involved in choosing place and health provider were good, then the probability of the outpatient satisfaction was 82.42%. it hopes that the results could be used for planning and conducting programs to enhance the quality of outpatient health services at government hospitals in Indonesia.
