The term evidence-based is widely used in health care as a model for establishing best practice. The classic definition of evidence-based medicine is integrating individual clinical expertise with the best external clinical evidence from a systematic review of research (Sackett, Straus, Richardon, Rosenberg, & Haynes, 2000). To allow a broader association with general decision making, the use of evidence might be stated as developing changes and improvements with a firm foundation of the best data that exist at that time from the science, the individual performing the service, and the consumer of the service.
