The practice of performance measurement and reporting in government institutions, to mirror common practice in the private sector, is growng steadily around the world. Indonesia joined the practice since 1999 trough several government regulations. Implementation, though, is not easy. One of the major problems is the lack of a specific information system that can aid government institutions in generating the necessarry reports. This paper looks at the problems in input, process and output of the current system and argues for the importance of developing the required, specific information system. The paper also touches on the IT human resource problem faced by government institutions due to the uncompetitive nature of the public servant salary system in Indonesia.
