Health care in the United States has undergone significant changes during the past decade. In 1989, 18% of the population reported it was covered by some form of managed care (National Center for Health Statistics, 1999); as of June 1999, the number had jumped to 70%. As of 1997, there were more than 5 million Medicare beneficiaries in managed health care. Medicaid-managed care programs have seen even greater growth, as by mid-1998 more than half of those on Medicaid were in managed care programs.
