On 23 June 1946, a group of delegates from an organization calling itself the Northeastern Political Reconstruction Council (Dongbei zhengzhi jianshe xiehui) arrived at Nanjing by train. They intended to present a petition to the parties in the negotiations on the Chinese civil war between the Nationalists or Guomindang (GMD) and the Chinese Communist Party (CCP), chaired by American statesman and soldier General George C. Marshall.
