Chi nese cham bers of com merce have long been the focal point of previous stud ies of guild organizations, the bour geois class, and government-business relations in the late Qing period (Xu Dingxin, 1986; Zhao Hongbao, 1993). Recently, schol ars have also cited them as proof of a pub lic sphere or civil soci ety in late impe rial and Republican China (Rankin, 1986; Rowe, 1990; Strand, 1989; Zhu Ying, 1997). Although these mer can tile organi zations have received much school arly attention, their ori gins remain con troversial. Because Chinese cham bers of com merce (except for the one in the Brit ish col ony of Hong Kong) first appeared in Shang hai and other Lower Yangzi cities,1 their emer gence in local soci ety there has been the point at issue in the schol ar ship of recent decades.
