The rise of social movement in Mimika regency, Papua, has been the result of accumulative effect of develpoment policy, local social condition and the penetration of global values into a traditional society. Growth-oriented development policy fasilitates the exploitation of natural resources, especially in mining sector. The freeport mining project trigers social protest and simultanoesly creates soueces of new social conflict in a society already experienced social tensions due to internel conflicts. Social tension continues because a mechanism of repression is used to resolve social protest and conflicts. As a result, social movement and social tends to develpo to the direction of political movement. In fact, the conflict over the contruction of freeport mining project that develops into social movement and social conflict can be avoided if it is preceded by a comprehensive social planning. By doing so, local society that lives in the surrounding project receives benefits and simultanoeusly participates in development, not as the victim of development.
