This paper depicts a small part of a huige problem of poverty reduction in Indonesia. The implementationof PPK and P2KP programs are characterized by the same mistakes nade before such as top-down approach, unsustainable, project-oriented and unintentionally decreasing gotong royong social capital in the rurals areas. Recent observation on limited disrictd of West Java and Banten provinces indicates that not a singel desa has develpoment program dealing with proverty reduction. There is a need to develop an institution consisting of govermance components at desa level responsible for planning and coordinating all capital available to reduce poverty incidence. It is also needed to integrate the development programs of both distric and desa level to make the effort of poverty reduction more effective.
