During the 1980 s a new term teacher policy came into fashion designating efforts mostly by states to influence characteristics of the teacher work force and of working condititons in schools. The policies included such measures as raising saleries, instituting scholarship and loan forgiveness programs, creating merit pay and career ladders reforming licensure procedurs, and improving preservice and inservice education. These policies responded to a perceived crisis in he teaching occupation marked by such symptoms as a dramatic decline in the numbers of undergraduates entering techer education, the low measures of academic ability of those who entered and stayed in teaching, the survey evidence of declines in teacher morale, the absence of minority entrants and the evidence of shortages in such areas as math and science teaching and teaching in the inner city .....
