The objective of this study is to asses the attitude and beha-vior of inhabitants occupying a river basin.The survey was done in the river basin of Ciliwung.The study proved that the inhabitant's knowledge on river renovation and rehabilitation did not influence and correlate with inhhabitant's behavior.They were steadily oocupying the river basin and doing varios activities that could destroy and polluted the environment or the river.One of the main factors why inhabitants were steadily occupying the river basin was the lack of law enforcement.
