Human Development Index (HDI) is a composite index that consists of three fundamental human development dimensions. These are longevity, knowledge, and living decent which all together indicating the level of human development achievement within certain area. The objective of the applied research was to cluster East Java province by HDI components before and after the implementation of district autonomy policy. This research was conducted based on the analysis of East Java HDI data in the year of I999 and 2002 obtained.from Badan Pusat Statistik (Statistical Center Board). The result of the research showed that the implementation of decentralization is reducing the number of the East Java regions with an 'inadequate' or 'sufficient'status outnumber the amount of regions which have a 'good' or 'excellent' HDI status. The average vector difference test can be usedfor subsequent research by utilizing multivariate Analysis of variance (MANOVA) method to observe the best group result. The district government might also use cluster analysis tofacilitate assessment of district development.
