Strategic management argues that administrators can significantly affect gency performance. This article examines the role of the orga nizational nvironment in determining agency effectiveness, arguing that performances in part constrained by external conditions that can not be altered by managrs. Factor analysis is used to iden tify relevant community characteristics and create a multi dimensional model of the public sector environment that is parsimonious and the oretically grounded. This model is used to examine the performance of 170 Texas munic pal police departments over an extended time period. As expected, environmental characteristics produced significant nega tive effects on performance and demonstrates the value of mod eling the agency environment in this way.
