Gintaras Steponavicius, Deputy Speaker of Lithuania's Seimas, explains how a more coherent EU "philosophy" of human rights should be defined. Critics are still finding faults with Europe's human rights record, despite more than a decade of efforts by the EU to promote civil, political and socio-economic rights around the world. They say that where human rights are concerned the Union's external relations policies are timid and prone to double standards. The EU is seen as more enthusiastic about promoting human rights abroad than forcing their consistent practice at home. It is also accused of attaching tougher human rights conditions to trade and aid agreements with smaller non-EU countries than with more powerful ones.
