The Japanese government has adopted a target of 10%b for use of paternity leave, that is, chils-care leave taken by father. But the actual figure for fiscal 2005 (April 2005 to March 2006) came ti a mare 0.5%, far short of the target. tHis article are based on a questionnaire survey I directed concerning paternitu leave. The questionnaire was directed at 756 working father of preschool children. To suplement this, we conductes interview of 13 fathers who took child-care leave, 6 father who wanted to but could not, and 14 bosses or people in personnel management at the companies where father took this short of leave. Of the 14 companies covered in the survey, 12 were large corporation.
