The European Commission has stunned the world of charitable foundations by unexpectedly giving the thumbs down to a proposed EU foundations statute. Gerard Salole of the European Foundation Centre in Brussels explains why the bodies that do so much for Europe's social fabric wont take no for an answer. Europe can be a puzzling patchwork; its citizens may travel, study and work in other EU countries and can even set up transnational European companies. But according to a recent European Commission pronouncement, the fast-growing sector of foundaitons and social or charitable institutions cannot look forward to the same sort of cross-boder freedom.
