The economic policy of the Abe administration has become fuzzy. The condition Prime Minister Abe Shinzo needs to deal with far more favorable than those his predecessor, Koizumi Jun 'ichiro, had to face when he took office in 2001. Back then decisive action was still being put off on disposing of the huge backlog of nonperforming loans, and the "three excesses" of too many debts, workers, and facilities were bedeviling the corporate sector. Koizumi presented the public with a clear list of the steps he intended to take, ranked by priority, and because the situation was so dire, the public rallied behind him.
