The research entitled “Citizens’ Charter Institutional process” actually is a study that tried to bring up about public actor, the means of cooperation, and concensus within a public service, created in new public service logic. The central argumentation i’d like to present is about the meaning of the process of citizen’s charter institutional is a process to create a concensus between bureaucracy as the service provider and the public as the consumer, and also the other stakeholders. The analysus of citizen’s charter institutional process using the approach of case study whit experience range more than one a half year. in order to get an obvious description about formulation process. the data collecting was done by interview with the actors and also through study of document about the existing meeting. Based on the analises of the research’s result. it can be concluded: (1) technically. the process of citizens’ charter institutional was succeed. This bureaucracy involved the public and tried to lake the concencus together with them. Unfortunately, the athmosphere institutional become blur when there is a misunderstanding. Public involving and concencus only supposed as a technical case: (2) theoretically, the concept have brought a promising hope to the reaching of the public service reorientation. But the fact this concept is too rigid and expensive to be implemented in Indonesia.
