Isi artikelGarung Hydroelectric Power Plant Project (HPP) is located on Serayu River, Central Java. The main purpose of this HPP is harness of water resources from Menjer Lake, Klakah River and Serayu River to produce electric power with installed capacity of 26,40 MW 2 (Two) units. Part of the flow from the Klakah and Serayu river is diverted into the Menjer lake through Klakah Serayu and Serayu Menjer free flow tunnel. From this lake water enters the intake conduit through Menjer dam to a long penstock to rotate hydraulic turbines and generators in the powerhouse and is then released to the Serayu river again, through tailraces, after generating electric power. Started from 1962 those two tunnels, weirs and sandtrap were constructed by PLN itself with forced account basis, only very small part of the tunnels done by local contractor. On 1973 Fitchner Lahmeyer joint venture conducted feasibility study under KFW loan and completed on 1974. On 1975 PLN received loan from ADB for design and construction of the project. The project divided into two packages of Civil Works, two Lots of Generating Equipment and one Lot of Metal Works. During construction, on 15 November 1978 the government issued devaluation of Rupiah from Rp. 425 to Rp. 625 for one US Dollar. The contractor of Civil Works package II which started the work on 1 November 1978 had difficulty with the contract. The works were done very slowly, while the tender of generating equipments and metalworks were done very good and fast, so after many discussions with the Engineer and Contractor, without any prospect then PLN decided to terminate the contract. This paper describes the termination of the contract, problem solution and seeking lessons to be learned.
