Isi artikelMore rapid economic growth is needed to raise wages and especially, to ease the dependency burden of the approaching demographic transition. Fiscal policy since 1990 has focused on reducing the federal deficit to increase national saving, capital formation and growth. Deficit reduction has modest short - term but significant cumulative effects an investment and growth and permits the federal reserve to pursue a growth - enhancing monetary policy. Projected escalating costs of retirement and health programs are sufficiently alarming that modest budget surpluses are currently needed to provide for the future. However, the political goal go balancing the total budget (including the trust fund accounts), combined with recent revenue windfalls, have produced a disappointing 1997 fiscal policy. The new "balanced budget" program provides little deficit reduction and does not make the structural changes needed to address the long - term problem.
