No task is more important as we enter the 21st century than finding an agreed framework for the exercise of military force, and for the control of its exercise. I became legal adviser to the foreign office in 1991. Judging from my past experience, I little thought that my period of office would be dominated by questions about the use of force. If I had been far sighted enough to gauge the future, I suppose that I might just have envisaged being confronted by the need to react to the employment of force by the united states of america or by the soviet union. I would certainly not have imagined the succession of demands for the use of armed forced by the united kingdon itself and its european and other allies. The experience of my successor in the last five years has been more striking still.
