Isi artikelWhile trade agreements since the first GATT round in 1974 have reduced tariffs dramatically, new forms of protection have exploded. In particular, policy makers in many countries have developed protection to correct for "unfair" trade by other nations. Allegations of dumping - the act of selling foods for a lower price abroad than in the home or other markets - have been the prime justification for this raising protectionism. But antidumping laws have been applied so broadly that they have become a simple means of avoiding competition. The central question addressed in this article is whether the new world trade organization will stem the rising tide of antidumping suits that has weakened global free trade.
