Some elements of a standard of living are not measured in gross domestic product, improvements in health and the environment, or trading leisure for GDP by increased participation of women in the labor force. Since 1990, half of the slower growth of GDP has been due to slower growth of productivity and one - fourth to a slow growth of women in the labor force. Measuring changes in the standard of living also is understated by biases in the consumer price index. Policy changes recommended to improve the standard of living inlcude reducing the rate of inflation, reducing the bias in the tax system, altering policies to improve education, reducing regulation, fostering investment in plant and equipment and research and development and reforming social security, including medicare and medicaid.
