A new form of privately issued money, in the form of stored - vale cards (SVCs), is now beginning to circulate widely in the U. S. and european economies. Also known as "electronic wallets", the SVCs are being marketed by banks primarily as a substitute for federal reserve currency. If and when the outstanding balances held in SVCs mount to significant levels, the management of both fiscal and monetary policies in the united states may be strongly affected. This paper presents an analysis of SVCs, their economic policy implications, and their potential impact on american consumers, financial institutions, and the corporate sector.
