The mexican peso crisis and last year's sharp swings in the U. S. dollar, particularly in terms of the japanese yen, provide clear signals that the international monetary system is in need of reform. The international monetary system has two fundamental flaws : 1. its dependence on U. S. current account deficits as a source of international liquidity, and 2. its deflationary bias Implementation of these suggested reforms would require that the international monetary fund play a more active role in monitoring international payments imbalances as well as private capital flows to developing countries.
