Isi artikelCost shifting by hospitals continues to be seen as a serious health policy problem. Cost shifting is said to occur when a hospital raises its prices to one group of payers because of increased charity care or because government or other private payers have obtained lower prices. This paper argues that neither the economics of hospital markets nor the empirical evidence gives strong support to the cost - shifting rhetoric. Rather, the logic runs from hospital profits or "surpluses" to the provision of good works. As hospital price competition intensifies, good works shrink and cost shifting is impossible.
