Isi artikelNow that comprehensive national health reform appears to have failed, at least for the time being, conventional wisdom says that health reform will move to the state level with dozens of states attemptinf to provide health insurance coverage for the currently uninsured and control health care costs. This paper lays out the similarities and differences between health reform at state and federal levels. In support of similarities, the paper lists proposals such as state single payer and all payer systems, small group market reform, and managed competition. In support of dissimilarities, the paper lists the inability of states to regulate ERISA plans, the open nature of state economies, and the lack of state responsibility for medicare beneficiaries.
