accountability in education and training has become a major issue, though few if any existing methods address the most basic up-front question; Given what we are trying to accomplish with the learner, is what we are doing likely to work? This article presents a model for evaluating any type of instructional intervention. This model can address all kinds of approache s because all interventions, from whatever perspective, have the same underlying components (discussed below), although not every intervention addresses these components adequately.
