The common practice of judging our international performance by the size of the trade balance is as wrong today as it was when dama smith criticized it more than 200 years ago. Competing in terms of growth and productivity can however help to motivate policies in the right direction. This address discusses the changes in the U. S. trade imbalance the problems of comparing productivity among nations, and the policies that can influence growth and productivity. The recent tax changes and alternative possibilities are explicitly considered.
