New small firms with fewer than twenty employees have been recognized as the nation's job creators and creators of new markets for larger firms. However, the share of jobs that these firms create varies significantly by state. A regression model is developed that examines why small firm job creation varies by state. The results indicate that those states with large numbers of small firms in growing sectors achieve the greatest job creation by new small firms.
