For nearly half a century, the concept of unemployment measurement has remained essentially the same, but the meaning of the nation's unemployment rate is still not well understood. The docus of attention, especially in a political season, is the overall unemployment rate. But the financial markets focus on a different number - the number of payroll jobs. We all know it is the job growth (employment0 that we need to be especially concerned about. But why is it that so few people - even economists who use the data - really understand the way in which unemployment is measured, and what the counts released each month really mean ? Two kinds of issues seem to could interpretation of the unemployment rate : 1. too many of those who interpret the data do not know how to relate the numbers to the economy, and particularly to the current economic situation 2. there is a lack of agreement on what unemployment really means, and how it is collected in the labor force survey.
