In the accompanying article " appreciating U. S. saving and investment," William G. Dewald and Michael Ulan (D & U) conclude that U. S. saving held up reasonably well in the 1980 s. Whereas I conclude in my article that low saving is major U. S. economic problem. By this time, the reader may be asking "What's going on here ?" The answer is fairly simple. D & U and I reach different conclusion about U. S. saving in the 1980 s because of differences in our definition and measurement of national saving. Neither definition can be said to be correct or incorrect, but for my purpose, my approach is appropriate.
