| The world today is so focused on Iraq that we have lost focus on the larger picture of global security requirements.The US and Europe must not allow our 'cultural' differences to push us into opposite corners, but should rather recognize that these differences - preference for soft versus hard power - lend themselves perfectly to a division of labor that addresses every aspect of the war against terrorism, from 'winning the hearts and minds', to cutting off recruits and retreating forces, to fighting and defeating the enemy in combat.This article presents a proposal for rethinking US and European responsibilities for global security and lays out a path to reach the end state: the burden of hegemonic responsibility shared by the United States and the European Union.
