The vendor problem in Jakarta is a crucial issue for the provincial government. It is due to being a security lid to provide jobs in the informal sector to reduce unemployment, however, the existence of vendor causes public disturbances such as traffic jams, disorder, and polluted environment, garbage production and other kinds of waste. Further these places are often used for criminal activities. In facing the vendor issue the Governor's decree number 959/2003 dated March 31st 2003 on the stipulation of informal small business location in Jakarta, which is related to disciplinary efforts, arranging and training vendors especially for those located in forbidden places such as on the road, on the side-walk, bridge crossing, park, on the riverside, on the railway, to be transferred to training locations which have been prepared by the provincial government.
