The reform includes a change in public policy vision, strategic leadership, bureaucratic and government structures, decentralization policy and empowermnet of human resources and organization building, ensuring knowledge development. These should precede the public service and regulation that meet the people's need in a more efficient and effective way. Therefore, reforming the government bureaucracy is an integral part of a democratic state administrative system and a more just economic mechanism and political system.
