In the context of political economy, there at least four important factors causing eocnomic disparity between the center and the periphery, or between the national and regional economy, or between the central government and local government. These include : financial relations, resource outflows, financial outflows, and investment distributions. The study then recommends the central government to confer regional autonomy as much as possible to the local governments in the country. A more balanced policy formulation in terms of financial relations between the center and the periphery should be based on the capacity of economic and political actors and available resourse endowments at the local level. Empowerment of local government at all aspects of the development is a pre - requisite of decentralization of the economic policy formulation.
