The implementation of these policies so far have not been favorable in improving the performance of economic development at the local level. At least there are two factors contributing to the above situation : external factor and internal of the local government. An external factor refers to barriers coming from upper level hierarchy of the local government to improve the economic performance. While, an internal factor refers to the internal capacity of the local government to utilize available resources due to several constraints. The existence of internal barriers are more likely to be driven by the presence of external factors. It is recommended that a more balanced and just financial and budgeting system between local and central government are is obviously requied to achieve the efficacy of regional autonomy.
