Lootinf is made possible when bankers are allowed to declare a negative net - worth so tha towners can take funds bigger than their banks can provide from its operating profit. Theoretically, it is shown that recapitalization scheme can stimulate owners to strategically squeeze bank assets and public budget for their own benefits. Based on a mathematical simulation, looting can be done through asset deflation which is justified the new accounting standard set by international auditors. Moreover, since the government wil never be able to repay the principal of the bond, interest of the bond is equivalent to a subsidy. Therefore, there is an incentive for bankers to declare the current net worth (CAR) much smaller than what it should be. Hence, owners can loot both bank assets and public budget.
