As an important economic element in the reform, market institutions shall be free from distortion and allocative inefficiency. Clean government is a prerequisite for the workability of market mechanism. The political - economic reform should be seen as a concrete effort to empower the objective, institution, and actor of the economic system. Economic political certainty is the central point in economic decision - making process for business environment. In the short - run, a trust to government has to be restored, otherwise the business environment will be covered by uncertainty.
