Isi artikelThe study examines centralized policy making in the fishery sub - sector, therein limiting access of local communities to fishery resources. Production and distribution of tuna and cakalang in maluku form the basis of policy analysis. On a macro context, there appears to be policy inconsistency in fishery policy. On the one hand, the government encourages increased regional income from the fishery sub - sector, but on the other hand all permits and licences to catch fish are issued and to have to be approved by the central government, i. e. the directorate general of fishery sub - sector, department of agriculture. Moreover, local entrepreneurs still face difficulties in buying used fishing vessels from abroad. Limited access of local people to "their own" fishery resources, coupled with a lack of sophisticated equipment and medium technology infringes upon the tuna and cakalang catch. Low catches imply a supply shortages, raising the distribution costs and retail prices considerably. However, in the absence of cold storage facitilites in some of the regions, high catch of tuna and cakalang could not be fully absorbed by the market. It is proposed that the bans on importation of used fishing vessels be lifted to enable local entrepreneurs to operate in the ZEE.
