This is a study on the economic inefficiency of cement marketing in indonesia. An investigation was focused PT. Semen Tonasa, in south sulawesi and policy environment surrounding the distribution of cement in eastern indonesia. The study finds that limtied port capacity in most part of eastern indonesia impact adversely upon the distribution system of cement. The actual costs of loading and transportation between ports are so high that the local standardized price (HPS) ends up higher than the official published ceiling price. Marketing inefficiency is further exacerbated by a high added - value tax and income tax that add more than 22 percent to the retail procie. The unbalancy between effectual taxes and marketing requirement is a potential source of price fluctuation in the cement market, because these taxes are higher than the marketing margin. It is proposed that policy makers : a. review the effectiveness of the local - standardized price (HPS) b. reevaluate the zonation plan of cement marketing c. improve and maintan a conducive business climate d. increase fairness and justice for consumers
