It is the obligation of government to crate prosperity for the country’s people. Various strategies, policies, and action plans have been formulated to stimulate the growth of economy which expectedly results in prosperity level of a country’s people will have a positive impact toward the country’s pride and existence within global environment. At present, Indonesian Government has prioritized toward people’s market-pro economy which has focus to the building of natural- resource-based sectors such as agriculture sector, mining sector, maritime sector, and tourism sector. The integration of program and financing through vertical and horizontal alignment among related institutions at central and regional level is absolutely required to effectively conduct the existing action plan and realize the found potential. The utilization of natural resources must provide a significant increase in value added to create prosperity for the people. Consequently, the exiting raw materials have to be processed at first to produce a final product that crates a significantly added value.
