A major policy change to strengthen economic growth and to improve social - welfare in the development process has not occured in the last two decades. If so, it was simply an insignificant change, which is often stiff and slow. The cabinet does not have any confidence to take a chance in experimenting a change in economic policy formulation. In the coming year of 1998, the power of anti - market still dominate the policy formulation process. Even, the policy decision is still centralized within the president power. Shouldn't there be a significant change in the policy formulation process, the concentration of economic and political power would not change essentially. Therefore, the indonesia's economic fundamentals are still prone to external shocks. It is suggested that the economic and political uncertainty have to be eliminated or at least reduced. The government should improve its self - confidence in order to increase the public - confidence and to restore the public image that the government could find ways in resolving economic and political crisis.
