The form bureaucracy in indonesia cannot be separated with the long - history of colonialism brought about by the dutch and japanese for more than three centuries. The local bureaucracy was dominated by the local elites so that they cannot perform the key function of bureaucracy as a community service very well. There were a major change of bureaucracy in the post - independence era where the size increased and the orientation of politics change frequently due to changes in the system of governance. The new order government has tried to execute the constitution accordingly by formulating the five - year development planning program (repelita) and the state budgetary system (APBN) as an implementation of the state guidelines (GBHN). However, these achievements were not complemented by empowering the bureaucracy so that it fails to serve as a dynamic actor in implementing the democracy and to strongly support the development process. The paper then suggests a bureaucracy reform, which is more independent and more powerful so that the develpment potentials within the society could be optimally utilized. It is almost impossible to expect a good and clean government when the elites, bureaucracy and even military hold hand - in - hand under a distorted political system. This does not mean that a dramatic change would be encountered, but a commitment or a political will of change - gradually but surely - is more important.
