The ideal of freedom of lndonesia people to pursue general welfare, enlightenment of national livelihood will be achieved if the eountri’ embraces rule of law principle. Three basic concepts of rule of law, which are constitutionalisin, rule based policy making, separation ofpower among executive, legislative and judicative, should be implemented in policy formulation and apply it consistently thereby supporting sustainable economic growth. The principle of rule of law will promote business certainty and protection ofproperty righL To promote investment, government must apply several alternative solutions such as debureaucratization of government administration, recruitment reform of state officer and judiciary system, Good Corporate Governance implementation, and government political will to implement the rule of law.
