In the trans pacific debate between japan and the united states, which seems to heat up periodically, opinions on the reasons for japan's ecnomic and business success differ substantially among both american and japanese executives. As the yen rises and the dollar falls, or as the japanese favorable balance of trade vis a vis the united state reaches a new high for 1986 it was $ 58 billion, emotions can ruh high. Depending on the industry affected, or particular company involved accusations of japan bashing, unfair competition, hidden tarriffs, or lack of understanding of japanese ways, to name only a few are made. To help shed light on these issues, a survey of how japanese executives view their contry's success was carried out in jaoan in the spring of 1985. While a larger sample of japanese executives (representing organizations in motor vehicle manufacturing, computer manufacturing, trade, the business federation, government and academia) were interviewed about their opinions, this article reports only on the contrast between the official and unofficial viewpoints. As might be expected, representatives of government and the main business federation tended to take the official view, while others share their personal perceptions with the author. It is of some importance that these contrasting viewpoints be known to help keep open the channels of communication between managers and policy makes on both sides of the pacific.
