Explantions for the increase in breastfeeding in the last decades of the twentieth century are discussed. National demographic trends, particularly the higher birth rate among African Americans and women using the WIC program, may account for some of the recent increase in breastfeeding initiation. The natural childbirth movement may be responsible for much of the upward pressure on breasteeding rates in the 1970s through its impact on use of pain medication, early initiation of breastfeeding promotion efforts through the WIC program and in individual populations may have had a national impact on infant feeding practices. Finally, although most national policies have occurred after the greatest increase in breastfeeding, the Family and Medical Leave Act holds the promise of fundamentally altering the rights of employed women to breasfeed their babies.
