The purpose of this research is to find out how big is the contributed of Motivation element to ward Human Resource Management Implementation and how big is the effect Human Resource Management Implementation toward Organization Commitment and Organization Citizenship Behaviour. The analytical unit employee’s of manager in AMA Surabaya. The element of motivation : Compensation & Benefits, Performance Appraisal, Training & Development and Career Development are to contributed of Human Resource Management Implementation. The result of the direct effect of Human Resource Management Implementation toward Commitment Organization is 0,44 and to ward Organization Citizenship Behaviour is 0,40, The research result is the effect Organization Commitment toward Organization Citizenship Behaviour is 0,35. Beside, this research result is useful for the next researchers, as research material in organizational behavior science or the same kind of science.
