The provision of public service In Indonesia has not able to meet and satisfy the citizens demand and expectation. This condition implies that the government capacity public service In this country is poor. The Central Government has made variety of efforts in various sector to improve its service to the society but they are insuficient to satisfy them. For improving the poor public service, new approach that provide a space and chance to empower citizens Is necessary. The citizen capacity may be empowered to strengthen the poor government capacity through its involvement in making decision together with the government so that they are not the user or implementers but the producers of decision on the way the public service should be performed. Thus, the provision of public service in the current Indonesia democratic society, requires the collaboration between the government and the citizens.
