Process of reformation in Indonesia created change in the governmental system. Decentralization process made the local government have otonom. The goal of decentralization policy Is optimalization of the local government functions, it's have relevance with public need. Optimaliiation include, regulation, public service and community empowering. The reality of the result of decentralization policy implementation not yet create significant change on the local gove rn ment functions. It's specialy on public service. increasing quality on public service not yet equal with increasing on local gove rnment income and public burden. Application of the one stop service on document service presented stay on integrated public area service only, not yet like public expected. Procedure and mechanism of public service not yet well socialized.
